Actually, the ratcheting itself doesn't really do anything it's still
held in place by pressure from the washer. Loosen a racheting shifter and
what happens ? It moves just like any other friction shifter, because it
is. The clicks sound neat and all and give the impression that they matte
Installing a new plastic piece helped slightly, but not enough. Additional
washers on either side also didn't help. Inspecting the lever further it
seems the internal ratcheting mechanism is completely worn. The shifter
used to be on the right side when I had Choco bars, so it did higher use.

Have a good mechanic look at it. A good mechanic who understands how that
mechanism works should be able to look at it and determine what exactly
isn't working and then can recommend what needs to be done to fix it. You
need an expert diagnosis. As a mechanic I need three senses: touch, sight
So the loctite did the trick last year, and shifters have been good until
today.
Except now my front shifter has lost all friction. I tighten the
adjustment screw fully, but the lever can't hold position. Thoughts?

You might try removing any grease on the d-ring bolt and melt some beeswax
on it, if you have any that is. Or, if you have some linseed oil try that,
better than buying loctite.
