Yes, the plugin is not approved yet, and it shouldn't be possible to
download it either from the website or QGIS as a normal user. However, the
plugin could be downloaded by a reviewer or someone with permission and
triggered the counter. But I guess it's part of the workflow.

Hi again. I see verson 3.24.0 is now correctly marked as experimental but
not yet approved, although unexpectedly there is 1 download for it, so
perhaps there is still something wrong with it.

I've just re-uploaded version 3.24.0 (experimental) and the interface shows
correctly the flask icon, so the issue was in fact fixed.

The experimental checkbox in the upload and new version form has been
removed, as discussed in the issue at
https://github.com/qgis/QGIS-Plugins-Website/issues/71. However, it
appeared that the new version form was not handling the experimental
P.S.: I see version 3.24.0 has now been approved, without the experimental
flag. I have to delete it, before any user accidentally downloads it
believing it is "stable".
Please let me know how to proceed in order to re-upload the same version as
experimental.
