I just bought a new cell phone. I have downloaded the talks file
which is a zip file. I unziped it in to my unzip directory to see
what it was there are 2 files. I'm assumming that I unzip them to my
phone?
My question is how to install talks on the phone?

I think they'll get a reasonable time frame within which to comply. The
CEO's tone was cautious but optimistic. Bottom line? Accessibility has to
be built in just like safety is in automobiles. They aren't allowed to tack
it on at the end of the line as an afterthought.
