You can use total recorder to convert any .wma file to .mp3 without
recording. Simply open the .wma file, then choose Save as, and then tab
to change button. There you can choose the format you want.

I own a Cingular 8525 PDA. I understand that this is actually a PC with a cell
phone program. What I don't know is whether or not the phone portion of this
device is the same as a regular cell phone or it is just a program on Windows
Mobile. If this is true; then why couldn't the
different opperating systems are written to run on different device
