otrs.pl is not a valid OTRS standard file.
I recommend to search for this filename in all configurations.
If you do not have time so search manually ... just run a grep. Make sure, this
happens outside production times:

May be a day late and dollar short here but... Hand editting the file may be
the solution here.
I believe that admin control panel changes are stored in the ZZZAuto.pm files?
If correct you'd find the LogModule change in the file. Proper removing may
address the problem.
