I remember that there is a delay for used nodes on nodepool to be
cleaned, without zuul marking it used, new jobs could be assigned on the
used node, which would be deleted later so new job would sure fail.

This may not fix your ssh problem but it is worth noting that there is a
patch that will enable configuration of fetch url to http git mirrors
instead of gerrit directly which uses ssh.

According to my own experience, also check if there are any zombie Zuul
processes. If there are, restart won't take effect. Kill them manually first.
