Ok..Here's an update on the progress.
1. I installed MTR on my OBSD machine
2. Located the MTR file on the system located at /usr/local/sbin
3. within that directory I ran: # ldd mtr
Which gave the following output:

That's because /usr/sbin/pkg_add is not an ELF executable.

If you are running the same version, then one way is to chroot to the
new image:
chroot /mnt /bin/ksh
then install the packages you wish.
