This is a necessary feature to prevent out-of-memory errors with
SPECviewperf for drivers relying on u_vbuf for vertex uploads.
Only RadeonSI supports it at the moment.
I don't think we need to change pipe_vertex_buffer::buffer_offset
to int64_t just yet.
