Setting Sound Output for Log in Screen

Hi, How can I set sound output for internal speaker during log in screen? I have more than one output device, internal speaker, sound flower, and external sound card. Sometimes, VoiceOver switches to a different sound output during log in screen. I can't hear anything especially when it switch
