I've given up on the remote app for now. All the choppiness I am describing
here is with the remote that came with the apple tv. Navigating among top level
menu choices, navigating within the netflix menu, navigating my instant queue,
all exhibit this problem.

I am going to upgrade my Mac Mini from Mountain lion to Mavericks. I would like

Those voices do not appear to be available for download. Maybe I have to
reboot for stuff to fix itself. Did you actually have success downloading
voices again? They seem to have disappeared from the list in the customize tab,
but maybe a reboot will change that.
