This happened in Monterey and started doing it in Ventura.
When I first boot up, Voiceover announces "installer in progress"
then "authentication". I have to double click the mouse to get focus on
the password. Is there a fix for this? Thanks.

I experience lots of VoiceOver issues with Ventura, and Monterey before that.
Though I have never got the "Installation in progress” message, I experience
other issues on the login screen.
Sometimes I have resolved these issues by interacting, other times I find I
need to toggle VoiceOver off/o

I have an Intel Mac and always have an external drive connected but
it matters not. It was not plugged in today and still got the "installer
in progress" dialog.

I leave external drives plugged in on my M1 all the time and have no
problems. But I have it log in automatically, so it may not apply.

I do it all the time with no issue.
It's no different than when I had an Intel Mac.

Apparently, the boot process was reworked with the introduction of Apple
Silicon.

Perhaps you could check the activity monitor, and see what processes are
running.
You also might want to look at what applications you have set to run
automatically at start up. See if eliminating some of these start up
applications will eliminate this issue.

I am glad someone else brought this up as I have 2 macs. One is a mac
mini from 2018 and is an intel machine with 16 GB of ram and a mac book
air m1 which I just got about a month ago and both have the instaololer
in progress box that comes up a click of either the trackpad or
vo+shift
