I experience lots of VoiceOver issues with Ventura, and Monterey before that. Though I have never got the "Installation in progress” message, I experience other issues on the login screen. Sometimes I have resolved these issues by interacting, other times I find I need to toggle VoiceOver off/on. Wish there was a definitive answer for these quandaries.
