Robert’s suggestion to turn off Screen Curtin and then try hand off worked for
me!
So for now hand off problem solved.
Now that is some strange bug.

I experience that same issue sometimes on my Mac mini that is still running
High Sierra. I have learned to cycle VO off and then back on again. This
usually fixes most gremlins.

You need more than just Bluetooth enabled. You need Hand-off turned on for
both, Bluetooth on, and both on the same WiFi network of course. Hand-off is
in the General pane of System Prefs on the Mac. It's also in General of the
Settings app on iOS/iPadOS.

Unfortunately, there's no way to cut, you can only copy, which I think is
really a shame. I wish this would be fixed, although I know this is on purpose.

I used cut and paste to move files around in Windows for years with no
great trouble. I may have cut something by mistake once or twice, but
in that case Undo came to the rescue. On the whole, I like working
with the Mac very much, but I miss this feature from Windows.

I agree with Anna, here. It's really annoying to have to copy and paste files,
and then have to go back to the original and delete it. Cut and paste is much
more efficient, and I'd sacrifice the danger factor. It just means you have to
be a bit more careful.
