I think there were two things going on, and the bug is with the thing I wasn't
looking for. I thought the question was just about removing foreign voices from
the rotor, which I was able to get working perfectly by managing the entries in
the right spot in the VO Utility.

Try checking Fred while in System Prefs, closing System Prefs then going back
in and unchecking him. Fred is one of the base English voices that is used in
the setup process so even when it's not checked, I suspect that it is present
in some manner. If your installation default was

library, speech and then voices. From there you can delete any voice you want,
just make sure they're unchecked.

I agree that from a VO prospective, this is certainly a bug. The workaround is
to use System Prefs. Go into System Prefs, Accessibility, then select Speech
from the table. The default System voice will be announced in the pop-up.
Choose Customize from this menu and you can uncheck voice

that there are some voices in the rotor which are not checked in VoiceOver
utilities and which I never would have checked like Fred. So, if you know a way
of removing them I'd be more then delighted.

If you look at the table of language options in VO Utility . Speech, you can
see all the voices that are enabled. Simply remove one to disable it in your
rotor, or add one to enable it.
