you can see all the voices that are enabled. Simply remove one to
disable it in your rotor, or add one to enable it.

You can remove any voices from VoiceOver Utility by unchecking
the boxes for the specific voice. Just choose, custom, as you
would if you wanted to add voices. Once you do this, you won't see
the voices in the rotor options.

I must say i dislike the way the new voice rotor works. Up
until Sierra, if you needed more than one language to work with,
you would customise the rotor by adding languages and then you
would be able to choose the language you want on the fly by
vo+command+arrow keys. The issue in High Sierra is not that one
needs the addition of the shift key to work but rather that I
have some other languages in the rotor which I have not chosen
and I can’t get rid of them. Those of you who use more than one
language, can you see the same behaviour? Also, before High
Sierra, when you chose a different language, the previous one
you had been using was just the next in the list if you wanted
to return to it, all you needed is one press of the key
combination for the voices menu. In High Sierra you have to go
back up the list if the voice you have chosen is the third or
fourth, because the previous voice remains where it always has
been in the list. Could you test it for me?
