Yeah. I bet what’s happening is that you’re seeing the “Are you sure you want
to continue?” prompt, that VO locks up trying to announce. And that maybe,
just maybe, pressing Tab then space might just do what you want.
But, alas! I tried it and, while VO was running, tab doesn’t work. But don

I put the older installer on a thumb drive and ejected it, still no
change. What seems to be happening is that the system is waiting for
something, ike my password. Nut there are no dialogs of any kind.

If the button is called “Downloaded” and is dimmed, it’s that the system
believes you already have the apps. Are you sure you don’t have the apps
anywhere on any connected drive? I believe I remember something about the MAS
tracking bundles differently than just looking at the Applications fol
On the Updates page, the Downloaded Install OS X button is dimmed
even when the file is not in the Applications folder.
But I have been trying to download the installer from the Features
tab. This is the problem. Nothing happens there once I click the
Download button.

Sorry, looks like we might be talking across purposes here. Just in case:
There are updates, and then there are the installers. If you want an installer
to build your offline installer drive, you’ll need to redownload the whole
thing, as an app, each time you want it. You won’t see that in Up
I signed out then back in, which made no difference. I did this with
Yosemite last year with each new update until I finally did the clean
install. And I did this with the first update to El Cap. But not so with
the current update. Knowing its 6.2gigs, I give it plenty of time.

Hit cmd-5 to open the purchases tab. There's a table there with all your past
purchases, the most recent at the top. A column, I think it's the third one,
shows status. If an app is downloading, the status will show the progress,
otherwise that column will be blank.
