Try turning up the volume to see if VO is actually starting but just not being
heard. It should have VO abilities at this point. The other thing to do is to
ask your sighted friend to enter your pass-code for now. This should get you
past that barrier, then you can change your pass-code

system preferences/accessibility/Accessibility Features Table/Speech
in there, VO-Right to "announce when alerts are displayed or applications need
your attention"
Then, Vo-right arrow to "Enable Announcements", and uncheck that item.
