Ok, a bit of getting mad enough had me looking at solutions for the sighted,
and, yes, you guessed it. Issue solved.
System Preferences > TrackPad and uncheck Mission Control.
Issue over! Scrolling works like a champ.

My trackpad commander is on, but when I do a three finger scroll up, I get the
mission control. Is there anything I can or should do about this?

Yes. After doing the clean install and putting Infovox voices back,
I selected the desired voices, Samantha is the only one who is a no show.
Hmmm, I went back in and made Samantha the default and now she is in
the rotor. Strange as I did not have to do this with the Infovox voices.
