I think, that confusion come from citation/bibliography has to be configured in
2(!!!) places:
Document > Settings... > Bibliography
and
Insert > Citation...
And even after that it is still tricky (I usually do it by "trial and error"
approach).

If you mean does not _exist_, this just says that something went wrong (most
likely a LaTeX error) and the output file therefore was not created. Look at
