n closer inspection its clear the layout expects something called "obsolete.inc" which no longer exists. Everything seems to work fine after removing the offending line from the layout. So the bug is invalid, it was a problem with the layout. Thanks for your time, B. Bogart Vincent va

Strange problem with LaTeX errors in LyX
