When I import a Latex file that contains an explicit bibliography

You might have good luck in trying to adapt one of the article classes. A
common layout for newsletters is to use two columns with simple headings and a
clean header/footer. The first example that jumps to mind is the TUGBoat
article class.

I'm ashamed to say, that continued searching has found that I had
already been given the answer to this earlier this year. But in a
different context and my initial searches didn't find it.
The answer is to put the Sweave code into an ERT box and start it with:
/SweaveOpts{keep.source=TRUE}
