Needed why? In LyX, the " character should be suitable for both. (See
User's Guide 3.7.2.2 on setting quote-character options.)

read your error messages carefully. It doesn't say, that \OE is unknown,
but \OEwhateverfollows

Could someone confirm that this should work? Might the (otherwise not so
helpful) error message have to do with the "oe"
In the table of contents each "appendix chapter" is listed with a label:
