It is intended. This is where we can define icons for user-defined commands. Hm user-defined stuff in /usr sounds like a bad idea to me but I guess this is only a missunderstanding of the idea on my side. OK, I was not clear. The part in /usr is for macros we may want to ship with lyx. We do
