[Patch] lib/doc/Makefile.depend missed the no->nb language transition in 1.4cvs

lib/doc/Makefile.depend still tried to make "no_TOC.lyx", when it was supposed to be "nb_TOC.lyx". Attached a patch that fixes this, including a Changelog entry. You won't see this on a normal build if you have an old "no_TOC.lyx" lying around from earlier builds, but it broke "make install" aft
