I was under the impression that, CDs would be sent to non members if they've
never received a cd before, to offical LoCos and to Ubuntu members if they
needed them for an event.
To encourage people who've never had a cd before they would get preference

Yes I have logged into shipit.launchpad.com and I have logged into my
ID which is linked to the email address from which I sent the request.
The latest request showing up on there is one that I made back in
2008. There are no other Shipped, Cancelled or Pending Requests on
the shipit

yet an approved LoCo team.
Don't expect an email reply. Log in to shipit.ubuntu.com to check your
order status. Is the Welsh Team an approved LoCo?
