so I believe it made sense to use helper variables for both of them.
To avoid some uncommon variable name for struct device I first replaced
existing dev variable with pdev.

As well, node_pages_scanned is per-node value, not per-zone.

When doing a create (mkdir/mknod) on a name, it's worth
checking the name exists first before returning EACCES in case
the directory is not writeable by the user.

When we offline a node, the new page should alloced from other
nodes instead of the current node, because re-migrate is a waste of

This patch adds support pmem on arm64 platform. The limitation of
current implementation is that the persistency of pmem on NVDIMM
is not guaranteed on arm64 yet.
