It is distributed under a non-copyleft license. This is not so unusual in itself. What is unusual is that most people running Android do so from a closed source derivative, rather than from an open source version. In essence, while "Android" might be open source, all Android phones

So if you buy a phone abroad, I'd strongly suggest you test it right there, using WiFi, just surfing to google.co.il or some such and seeing whether you get Hebrew fonts at all. If not, then you need to consider whether you want to root the phone and lose your warranty. I am not sure you loos
