I swapped the CO lines and the chirp in speed dial went away. Clean
access to the CO line every time. So I suspect it is like you have
said CO line is too hot. This is a Weco 5ESS we have in this area.
The switch is about 1.5 miles away.

I had this problem on a brand new TDA50 install. I was testing their
voicemail (TVA50) by calling from within the switch. When I called from a
cell or another location, I did not have the problem.
Never did resolve it - except I stopped testing from the switch!

I forgot to mention that it almost always happens when you use speed
dial, but it's only a short burst/chirp just after the line is
accessed. I unplugged the cables from the modular jacks on the TVS
port and the problem remains, so I know it's not the voice mail
system. I will try swapping out
