I had this problem once with an Avaya Partner system. Called the local telco 
and they said the line was a little too "Hot", because of the location to the 
CO. They turned down the line and everything was fine.

I've had one 624 do this once.
I unplugged the power, plugged it back in, and everything worked.
It's still doing fine (that was about 4 months ago).

I have no idea what the problem might have been.

On three different occasions when pressing to access CO1 there is a high
pitched squeal which sounds similar to feedback noise.  This has happened on
all the proprietary phones connected to the system.  Upon hanging up and
accessing the CO line the noise stops.  Has anyone else experienced this?  A
friend whom installs Panasonic phone systems for a living said that he did
have one system do this which is connected to a TVA50 voice mail system.
