I had this problem once with an Avaya Partner system. Called the local telco and they said the line was a little too "Hot", because of the location to the CO. They turned down the line and everything was fine. I've had one 624 do this once. I unplugged the power, plugged it back in, and everything worked. It's still doing fine (that was about 4 months ago). I have no idea what the problem might have been.
