I swapped the CO lines and the chirp in speed dial went away. Clean
access to the CO line every time. So I suspect it is like you have
said CO line is too hot. This is a Weco 5ESS we have in this area.
The switch is about 1.5 miles away.

On three different occasions when pressing to access CO1 there is a
high pitched squeal which sounds similar to feedback noise. This has
happened on all the proprietary phones connected to the system. Upon
hanging up and accessing the CO line the noise stops. Has anyone
else experienced this
