Call blocking is only a voicemail function.
The key to your original question is that once you tell the tvs that there
is no extension assigned to the mailbox, then it will not try to light a
light (it can't since it wouldn't know what extension to light even if it
wanted to).

That is a bug of no MWL when you set up a MB to do VM only. If you want all
exts. to do VM only on a transfer the you can toggle the custom menu they
hit with the flag of "transfer anytime to" & change it from ext. to mailbox
only and they will drop directly into the box.
