Jeff, thanks for your instructions.  I am not clear about your initial instructions.  To expand on what Bill asked, you say to scuff the existing paint and then paint over it?  Does this mean that you would not strip all the old paint off?  If so, wouldn't this add to the weight of the plane?  I

As I previously mentioned, I would hesitate to use chemical strippers on fiberglass. As mentioned, you may be able to somewhat safely use them but, I think you also take the risk of allowing a chemical to penetrate into the fiberglass which could at the very least bleed out of your surface later
