Jeff, thanks for your instructions.  I am not clear about your initial 
instructions.  To expand on what Bill asked, you say to scuff the existing 
paint and then paint over it?  Does this mean that you would not strip all the 
old paint off?  If so, wouldn't this add to the weight of the plane?  If the 
old paint is flaking off, then wouldn't the new paint start to flake off 
sooner, too?
 
Would it be better to just sand down the spots that need painting, and try to 
match the paint color?
