If you are running a Corvair or VW based auto engine from the mid to late '60's (sorry, didn't read the whole thread), 25 psi at full operating temperature is normal unless you have a high pressure / high volume oil pump. Phil, I have a GPAS 2180 VW and also use 15W40.  I did two things to raise the OP, 1, Installed a Heavy Duty oil pump. 2. installed a adjustable oil pressure relief valve.( Probably similar to yours) and adjusted the oil pressure up until I got 13psi at idle with the engine temp at normal operat

As far as I'm aware that regulator only really operates when the oil is cold and stops the engine from over pressurising components like the oil filter. well this came about because the 15/40 w oil gave me another static 300 rpm thats got to eqate to maybe 8-10 hp more ---significant but the pressure drop off when hot at cruise down to 25 psi a little low where is the pressure reg --i believe there are 2 devices --this has an oil cooler fit
