some things you can check:
Administration > Circulation conditions
> Grace period
The grace period is the time between the due date and the day the first
fine for an overdue item will be calculated.
Tools > Calendar
No fines are calculated on days the library is closed.
Administratio
First check the value of the system preference FinesMode, then ensure
that fines.pl is running as a cron job. To see if a grace period is
set, go to the Circulation Rules definition on the Administration page.
