some things you can check:
Administration > Circulation conditions
> Grace period
The grace period is the time between the due date and the day the first
fine for an overdue item will be calculated.
Tools > Calendar
No fines are calculated on days the library is closed.
Administration > system preferences > Finesmode
Should be set to charge fines.
