like igb_runtime_resume() thinks it doesn't need RTNL, as rpm == true in
the call to __igb_resume() from igb_runtime_resume(). I'm not sure why
it's written that way since the call to set the queues is unconditional
in __igb_open

comments, but you basically want a variation of:
/sbin/ethtool -K eth0 gso off gro off tso off
with your network device substituted for "eth0".

Issue fixed.
Bydefault 18.04 marked incorrect disk for the boot loader installation
which caused the machine not boot properly. Due to this EFI mounts from
secondary disk causing the booting issue.
Marked the correct disk during installation by choosing bootl
We found that the system is booting into emergency mode due to unable to
mount EFI partition.
I suspect this is points to 18.04 bug. There is no issue with 20.04
