I have the same issue with the Razer Blade 15 2022 model. When waking up
from suspend, it fixes the CPU to 400 MHz. Uninstalling thermald and
installing the openrazer drivers solved it for me.

/etc/initramfs-tools/initramfs.conf for some time with no issues.
Over the weekend, I noticed updates to linux-image-6.8.0-11-generic,

It changes the backlight behaviour in the kernel.

Same behavior here, using Ubuntu mate 23.10 / 1.26.2 and google chrome
(from chrome .deb, not chromium or a snap or flatpak). Kernel is Linux

It would be good to have a second bug report about the new finding. In some way
this is now working as designed but not as expected. Basically loop block
devices set a generic flag to disable partition support
(/sys/block/loop?/capabilities -> 0x200 GENHD_FL_NO_PART). There is a change in
5.19
A workaround [1] (adapted from the respective mailing list submission
[2] with minor edits) has been submitted to mainline Linux and was just
released as part of Linux v6.8-rc7. Automatic backports into Linux 6.1,
6.6, and 6.7 are pending.
