I'm running the noble prerelease on x86, and have had MODULES=dep set in /etc/initramfs-tools/initramfs.conf for some time with no issues. Over the weekend, I noticed updates to linux-image-6.8.0-11-generic, linux-modules-6.8.0-11-generic etc, with an associated initramfs rebuild. Reverting that to MODULES=most (which I believe is the default), rebuilding the initramfs and rebooting has restored Bluetooth functionality.
