ShapefileWriter code in com.vividsolutions.jump.io, or (even better)
creating a new driver that automatically writes out DBT files for fields
larger than 255 characters. Currently that code throws an exception

handle device, E,g. forester or geologists working on field and annotating
informations.
BTW I am curious how do you estimate the time (16 hours)

I am ready to test it as well. Tracker could be a good start to GPS field data
collector extension, something equivalent to ESRI ArcPAD, TDS SOLO Field, Terra
Sync/Pathfinder office etc. I have some ideas for such an extension.

I would like to extend the Task class to support properties. Properties
can be set by plug-ins on the task. An example of a property would be
the SRID for the whole task. This will allow us to support extended
metadata on tasks without having to add new methods each time or
subclassing.
