I found a bug report https://bugs.horde.org/ticket/15101 and have
added a patch.
As I am unable to reproduce the problem i would appreciate it if someone could
review my patch.

You need to update Horde_ActiveSync. The issue you are having has
already been fixed.
That error, if being displayed by the client,
could mean any number of errors occured. Really need to see the sync
log to know what's going on. Should also look in the horde log for any
errors as well.

checked. Login_block_count is 5. Login_block_time is 5. Login_block is
checked.
It does not lock the user out even after several bad attempts.
