If this isn't a copy/paste error, this isn't correct. It should be $conf['vfs']['params']['vfsroot']

If it really is configured correctly, your web server probably doesn't have enough access rights to read and write from that location.

You shouldn't. If you select linked attachments when configuring Horde, that's what it will use.
