sender is Horde4 IMP user.
Mail writen in Cyrilic
Readers are other Horde4 users and in Russia client is using Outlook.
And everyone is getting ??? in the place of normal Cyrilic text.

When removing the various locales on the base system where Horde 3 is
installed I can break the message preview in DIMP. Pretty much the
same thing described in http://bugs.horde.org/ticket/5955
That issue is however closed as not being a bug and I'm not certain I
understand the issue

No. If it worked fine in Horde 3 but does not work any longer in Horde
4 then it is obviously an issue we'd be interested in solving.
