I guess there is no swap in computer's hard disk.
The 16 mb is the boot partition to keep the boot
information.
It would have worked even if it would have
been 8 MB.
Also I don't think there is not any need to
defragment before using partition magic.
The software itself can do it ,

I think you are using Lilo of older version to boot
your system . The problem with that was that it could
boot from within 8.4GB (I don't know exactly) of the
hard disk , as the partition in which your linux is
installed is not within that reach , the "some other
