I guess there is no swap in computer's hard disk. The 16 mb is the boot partition to keep the boot information. It would have worked even if it would have been 8 MB. Also I don't think there is not any need to defragment before using partition magic. The software itself can do it , if the data is lost in using partition mgic , who would have used it.
