I'm currently testing an upgrade from 3.0.5p1 -> 3.2.0, and I see this
problem on a Centos 5.x system.

I haven't tried... Just acknowledging your query. I don't understand
why you need Cygwin, doesn't it run on Windows natively?

I am sure I did not mistype the IP address of the policy server. I have
followed your steps for starting over but I received the same issue. I even
went as far as reimaging the Windows 2008R2, installing Cygwin (as well as the
prerequisites), and performing the installation and bootstra
