Geir, I am sure I did not mistype the IP address of the policy server. I have followed your steps for starting over but I received the same issue. I even went as far as reimaging the Windows 2008R2, installing Cygwin (as well as the prerequisites), and performing the installation and bootstrapping of Cfengine again. I still received the same error.
