thanks for this reply and others. It could have been that GnuCash did not
close down properly as mentioned after a power failure, but the error
message stuck around. It could also be that I opened GnuCash before Dropbox
had synchronised, although I was aware that could be an issue so generally

Another possibility is that you’re being impatient. Dropbox sync isn’t
instantaneous and it needs your computer to keep running while it completes. If
the lockfile deletion hasn’t synched maybe the latest save of the file hasn’t
either, and if you open the unsynched one anyway you’ll lose your u

troubles with the load, but also with saving and backup creation. That sounds
very much like some sort of permissions problem.
Delete the .lck files in the directory you are storing your books.
(presuming you know for a *fact*, that the data files aren’t already open in
GnuCash but you just don’t see the window)
You should then be able to then open any data file.
You could also choose ‘Open-Anyway’ with the same result
