locations database inside libgweather for the following nations:

1. add some custom target rule that does a pass of xgettext on the
Blueprint files, using the `--language` command line argument to tell it to
use the same rules as C files
2. use some script to extract the translatable strings into a C source file

I apologise for this change in the appdata, but without it, validation
would not pass, and I could not publish the application on Flathub. :-/
It's incredibly annoying, especially because the rules are not really
available outside of Flathub itself.
