releases, not on the SVN tag. The tag is just a way to (re-)build the
release and not something we vote on and distribute. Furthermore, there's
no policies yet around these issues that are still being dis

Incubation does not mean anything on code quality (or did I miss

What is the real purpose of such a repository if it is not synced to

What if a user of an incubating project create an upload request ?
There's no reason why Apache internal policies would affect such a request.
AFAIK, Ibiblio repository is not owned by the ASF ...
